Industrial Pretreatment

The General Pretreatment Regulations as promulgated by the US Environmental Protection Agency in 40 CFR Part 403 require that TSSD develop and implement a pretreatment program. The objectives of the National Pretreatment Program are:

 

1. To prevent the introduction of pollutants into publicly owned treatment works (POTWs) that interfere with the operation of the facility, including the use or disposal of municipal sludge,

 

2.   Prevent the introduction of pollutants into POTWs that pass through, interfere, or are otherwise incompatible with the treatment works, and

 

3.   To improve opportunities to recycle and reclaim municipal wastewaters and sludges.

 

To meet the National objectives, this program was developed in accordance with the pretreatment program requirements and the program submission requirements both of which are found in 40 CFR Part 403. Integral to these are the National Pretreatment Standards for prohibited discharges and categorical industries. The prohibited standards provide specific prohibitions of nondomestic pollutants that shall not be discharged into the POTW. The standards for categorical industries present limitations for specific pollutants which may be discharged into the POTW by industrial users. TSSD is responsible to identify industrial users subject to the current Categorical Standards found in 40 CFR Chapter I Subchapter N and the National Prohibited Discharge Standards. This pretreatment program has been developed and will operate effectively to control these discharges and identify such users.
